U.S. President Barack Obama says Democratic and Republican party leaders in Congress have reached a deal to avert what would be the first government debt default in U.S. history. The deal still must be approved by lawmakers in both houses of Congress. Legislators have until midnight, August 2, to raise the U.S. borrowing limit or face a possible de
